Dear OSCC Members & Colleagues –

Let’s start with a general update on the three pillar issues of the 2026 session thus far:

1. Budget/Taxes: SB 1507 is the key linchpin bill that leadership is counting on to balance the 2025-27 budget – a $300 million tax increase that disconnects from some important tax incentives that were contained in the big federal tax cut bill of 2025 – HR 1. The biggest piece of revenue in SB 1507 is the disconnection from the federal bonus depreciation for business investments in machinery and equipment. OSCC has testified against this bill three times and continues to push lawmakers to oppose this bill.

The Senate has already passed SB 1507 by a 17-13 vote. We expect the House to vote on the bill as soon as tomorrow.

2. Gas Tax Referendum Date: Senate Democrats have hit a roadblock on SB 1599. As of now, they cannot find the 16 votes in their caucus to pass the bill – and the bill has stalled on the Senate floor for nearly a week. It is our expectation that Democratic leadership will still try to muscle through this legislation to alter election deadlines and procedures to move the gas tax referral from the November General election up to the May Primary election. However, popular pushback on this bill appears to have made a significant impact.

3. SB 1501. The bill to help keep the Portland Trailblazers in Portland commits $360 million of state bonding authority to update the Moda Center and give the State an ownership stake in the arena. Supporters are pushing hard on the bill. There was no action on this bill in the past week. We expect there will be some political give and take needed for this bill to advance - as this bill exposes the urban/rural divide – but there is some consensus that failure would be a disastrous outcome for the state.

A MAJOR VICTORY: HB 4098 Defeated!

The first major victory of 2026 came this past week with the defeat of HB 4098 on the House floor. HB 4098 was a bill that would have opened up a myriad of third party lawsuits against insurance companies and their policy holders. OSCC opposed this anti-business bill with a coalition of business and trade groups. It was a unique bill in that it was far more aggressive than even the most permissive laws in the other 49 states – and would have been a costly disaster for business policyholders of liability policies.

The bill died when it only received 29 votes on the House floor. Attempts by Governor Kotek to pressure the seven Democratic holdouts failed, and the House decided to abandon the bill.

URGENT UPDATE: Lodging Taxes Require “All Hands On Deck”

OSCC will be focused this week on the two TLT bills being considered in the House:

HB 4134: Statewide TLT tax increase.

We are expecting a House floor vote on the Statewide TLT tax increase as soon as today. It will be a very close vote.

If you have not done so already, please email your State Representative and ask them to VOTE NO on House Bill 4134.

HB 4134 increases the state TLT tax from 1.5% to 2.75%. OSCC is opposing this bill and encourages all chamber members to continue to engage in opposition to this tax increase that will hurt the tourism sector and make travelling more expensive for Oregonians.

HB 4148: Transient Lodging Tax diversion to Local Government.

This bill underwent a “transformation” last week with new amendments. The new version of the bill would allow local governments to increase their share of local TLT revenues to pay for more general government purposes and away from tourism promotion. The new version of the bill is now a 50/50 split between tourism promotion and general government operations.

However, the new version of the bill contains a “poison pill” that OSCC continues to oppose. It creates a “resiliency grant” program – funded out of the 50% dedicated to tourism promotion – that permit local governments to give cash grants to food service and lodging businesses.

OSCC’s position is this: Our small businesses need customers that comes from promotion, not grant programs or handouts paid for by their own tax dollars.

We are expecting a House floor vote on this as soon as tomorrow.

STATUS UPDATE: Recreational Liability Waivers

SB 1593: This bill is still alive in the Senate Rules Committee. OSCC has already issued an Action Alert on this issue. Oregon is the only state in the western US that gives recreational, outdoor and fitness businesses no ability to enforce liability waivers for ordinary negligence. This is a key issue for our outdoor industries and fitness and recreation businesses. SB 1593 appears to be in a holding pattern for end-of-session negotiation.

Our newest EPCC Member Waterfront Organizations of Oregon www.WaterfrontOregon.com and President Kelly Butler Holtz brings urgent important information for us to support our neighbor businesses who abut waterfront. Please support them in fighting back onerous permitting rules at a time where the city says they are trying to make permitting easier:

Please join us this Tuesday for the public hearing on the Columbia Corridor Industrial Lands (CCIL) Environmental Overlay Project. This proposal (Proposed Draft) would apply new environmental overlay zones to large areas of river-adjacent industrial and waterfront property. The outcome matters to everyone who works on, lives on, or depends on the river.

Submit testimony

The Proposed Draft will be considered by the Portland Planning Commission during an upcoming hearing on Tuesday, Jan 13, 2026, at 4 pm. There are two ways to submit public testimony to the Planning Commission:

The proposed overlays risk adding new layers of regulation that could restrict routine operations, maintenance, and future investment along the working waterfront—without clear environmental benefit. These businesses collectively support thousands of family-wage jobs in the region and are a cornerstone of Portland’s industrial economy.

This volunteer position is vital to SMART Reading, providing direct literacy support to kids through weekly shared reading sessions. Volunteer Readers will read with one assigned child (One-to-One SMART) or to a classroom of students (Classroom SMART).

The SMART Reading program has Volunteer Reader opportunities throughout the state, but our highest need sites right now are: Earl Boyles Elementary, Mt. Hood Community College Head Start and Highland Elementary. Programs run during school hours through the end of the school year. Time commitment is 1-2 hours per week.

Repair Grants for East County

Multnomah County is offering small grants of up to $5,000 to help small businesses operating east of Interstate 205 to repair damage from recent vandalism.

Businesses can use the funds to repair broken windows, remove graffiti and mend damage from vandalism that occurred since July 1, 2022. The County is partnering with Micro Enterprise Services of Oregon (MESO) to distribute aid to small businesses.

No pain, big gains

Although tai chi is slow and gentle and doesn't leave you breathless, it addresses the key components of fitness — muscle strength, flexibility, balance, and, to a lesser degree, aerobic conditioning. Here's some of the evidence:

Muscle strength. Tai chi can improve both lower-body strength and upper-body strength. When practiced regularly, tai chi can be comparable to resistance training and brisk walking.

Although you aren't working with weights or resistance bands, the unsupported arm exercise involved in tai chi strengthens your upper body. Tai chi strengthens both the lower and upper extremities and also the core muscles of the back and abdomen.

Flexibility. Tai chi can boost upper- and lower-body flexibility as well as strength.

Balance. Tai chi improves balance and, according to some studies, reduces falls. Proprioception — the ability to sense the position of one's body in space — declines with age. Tai chi helps train this sense, which is a function of sensory neurons in the inner ear and stretch receptors in the muscles and ligaments. Tai chi also improves muscle strength and flexibility, which makes it easier to recover from a stumble. Fear of falling can make you more likely to fall; some studies have found that tai chi training helps reduce that fear.

Aerobic conditioning. Depending on the speed and size of the movements, tai chi can provide some aerobic benefits. If your clinician advises a more intense cardio workout with a higher heart rate than tai chi can offer, you may need something more aerobic as well.

b- What can you do today for continuing education? Read a book, listen to audio book, classes, documentaries etc…
c- What can you do today to improve your relationships? Go to lunch with a friend, call your parents, plan a date with your significant other etc…
d- Think of how your schedule affects you. Do you control the flow of your time or do you let it control you?
e- Think of something that is important to you. You can always make time for it. If you don’t, then it really isn’t a priority.
f- In Martial Arts, practice makes perfect. Repetition is the key to mastery. Think of one technique you want to improve on. Take 5-10 minutes every day outside of class for the next week, and study it like you were going to have to teach it to another student as if you were an expert on it.

The East Portland community has a new fitness trail!

Adventist Health Portland LivingWell Fitness Trail runs the perimeter of the scenic Adventist Medical Center campus providing a fun way to gain the benefits of physical activity in a beautiful natural setting.

The one-mile outdoor fitness trail, and other locations in and around the campus, incorporate a series of QR code trail signs.

Guests may choose to use their Smartphone to scan a QR code at each station to gain immediate access to brief video exercise demonstrations on strengthening the core, lower body, upper body, and/or on improving flexibility. Body weight provides the perfect resistance, so no extra equipment is needed – other than a Smartphone.

Walking boosts immune function. A study of over 1,000 men and women found that those who walked at least 20 minutes a day, at least 5 days a week, had 43% fewer sick days than those who exercised once a week or less.
Outdoor activity boosts mood. A study at the University of Queensland, Australia, found that those who exercised outdoors on a regular basis had higher levels of serotonin, a hormone that regulates mood, than those who mainly exercise indoors. They also had higher levels of endorphins, the “feel good” rush that occurs after exercising, especially in green, outdoor environments.

Adventist Health and Portland Pickles are hosting a Pregame Kids Health Fair on July 15 at Portland Pickles game at Walker Stadium.

Because health and wellness are lifelong behaviors that are best achieved as a team effort.

The Pregame Health Fair will include fun activities and exercises for kids and families, including:

Teddy Bear Triage: Kids wrap bandages and/or set splints on teddy bears supplied by the team, or bring a favorite teddy from home!
Positive Pebbles: Kids paint positive messages or designs on pebbles to take home. Paint and pebbles provided!
Ambulance Tour provided by American Medical Response: Parents and children can tour a real ambulance and ask questions, PLUS experience a hands-on only CPR class!
AND a session with the team’s physical therapy department, including doing the same pre-game stretch routine done by your favorite Pickles players!

Gates at Walker Stadium will open for the Fair at 3pm, with first pitch at 5:05pm.

It is also Faith and Family Night at the ballpark, and Kids Eat Free on Sundays presented by Adventist Health Portland! A ticket to the Pickles game is required to attend the fair. Tickets range from $7 on the berm, to $10 in the pavilion and $13 in the field box seats.

PORTLAND, Oregon – Adventist Health Portland and OHSU today announced a final agreement to integrate their clinical activities and services in the Portland metropolitan area through an affiliation that becomes effective Jan. 1, 2018.

This agreement makes OHSU and Adventist Health Portland part of the same Portland metropolitan Health System, bringing Adventist’s health care enterprise that includes a 302-bed medical center, 34 medical clinics and home care and hospice services in the Portland-Vancouver metro area.

“Our affiliation brings together the strength of a respected community hospital system in the metro Portland area with that of the only academic health center in Oregon,” said OHSU President Joe Robertson, M.D., M.B.A. “The focus Adventist Health Portland has put on quality care and preventive medicine in its community is especially well-regarded and complementary to OHSU’s mission.”

Under this affiliation, OHSU and Adventist Health Portland will share a bottom line and operate as a unified system. The affiliation applies to OHSU’s Portland-area clinical services and activities, and Adventist Health Portland, which includes Adventist Health Portland Medical Center and its affiliated clinics, centers and services. The agreement does not include OHSU’s research and education missions, nonmetro clinical activities and services, and the other 19 Adventist Health hospitals in the western United States. Each organization will retain its existing hospital licenses, capital assets and employees.

“We look forward to joining the OHSU family and expanding our focus on impacting lives with high-value, quality whole-person care,” said Joyce Newmyer, president of Adventist Health Pacific Northwest Region. “We are confident this affiliation will have a positive impact on patients throughout the state.”

A board of managers comprising representatives from each organization will be created to oversee the system. David Russell, president of Adventist Health Portland, will report to Mitch Wasden, Ed.D., executive vice president and chief executive officer of OHSU Healthcare as well as to Newmyer. Adventist Health Portland chief medical officers will report to Russell and John Hunter, M.D.,F.A.C.S., Chief Clinical Officer, OHSU.

Each entity will continue to maintain their individual mission and culture but will together transform access and the delivery of health to Oregonians through a unified clinical enterprise and shared brand experience.

“We are excited to provide an integrated delivery system that will improve access, create better outcomes and control costs by coordinating care for patients across a spectrum of their health needs,” said Wasden.

Leach Garden's Crowdfunding Effort to Raise Money for Aerial Treewalk

To my fellow East Portland Chamber Members:

You know that I’ve been working on the Upper Garden project and particularly the Aerial Treewalk at Leach Garden for seven years. I do this in the spirit of Lilla and John Leach who created their gardens and home and gave them to the residents of Portland. They wanted to ensure that new generations of visitors would delight in discovering the plant world in a magical place of beauty and respite.

The Garden opened to the public 34 years ago in East Portland. But the Leach estate was limited in its ability to welcome large numbers of visitors. With the future in mine, land has been acquired in anticipation of this project. Now we are ready to meet today’s challenge--We need your help to build the Aerial Treewalk, a unique feature in the region where anyone can become truly immersed in nature and the outdoors, safely and accessibly.

So I am writing to ask that you join me—however you can—to make this dream project a reality. We have just launched a crowdfunding campaign to give everyone in our community a chance to make this happen for all of us—Portlanders and visitors, young and old, newly-arrived or longtime residents. The new facilities and gardens at Leach will insure that it continues to be a place like no other.

Leach Garden Friends has successfully raised over $ 1 million toward this project. We are confident we will break ground and build the Treewalk and new gardens midyear in 2018.

Portland Parks & Recreation’s Portland Public Golf and KemperSports will host the Colwood Golf Center’s Grand Reopening on Sunday, July 30, 2017. The free, family-friendly event at the popular City of Portland golf course and event site (7313 NE Columbia Blvd.) is free for guests of all ages. Enjoy free range balls and rounds of golf, golf lessons; meet our friendly staff, enjoy food, music, and more!

“Colwood Golf Center is a tremendous site for relaxation and recreation for people of all ages and backgrounds,” says Portland Parks & Recreation Director Mike Abbaté. “And it is a real asset for both the Cully neighborhood and the City as a whole. We are excited to welcome everyone to the grand opening and invite everyone to play anytime at Colwood or any other Portland Public Golf course. We offer fun and challenging amenities and courses for everyone, whether they’re an experienced golfer or someone who’s never picked up a club. And we make golf affordable for all Portlanders.”

Portland Parks & Recreation (PP&R), in partnership with the Trust for Public Lands, acquired a portion of the former Colwood National Golf Course in 2014, and began redeveloping the property into a unique golf and environmental asset for Portlanders. The driving range and the innovatively designed par-3 course were part of Colwood Golf Center’s initial improvements, and have appealed to a wide variety of guests for the past three years.

Since the initial property redesign began, Colwood Golf Center has been continuously making facility improvements. The second phase of this improvement project was completed in the spring of 2017, and included significant investment in infrastructure upgrades: removal of existing site septic systems and construction of an approximately quarter mile sanitary sewer (which increased water quality protection of the Columbia Slough and other adjacent waterways), pedestrian enhancements to the right-of-way that increases safety through new lighting and new sidewalks, the addition of an outdoor event space featuring sweeping views of the new patio, driving range and golf course. The project expanded the Colwood driving range, adding more hitting stalls and a large patio area for outdoor dining, lights, and new grass tees. Colwood’s parking lot enjoyed a repaving, new lights for safety, and enhanced landscaping increased the site’s aesthetics.

In addition to these recent facility improvements, Colwood Golf Center is home to the Colwood Grill and Columbia Room banquet space. Both segments of the operation feature improved menus and best in class service, as Colwood has become a popular event venue in Northeast Portland.

Colwood Golf Center is also a host facility for the First Tee of Greater Portland, with offices, programming, and dedicated facilities on-site.

RACC Presents New Work by Sculptor Crystal Schenk

Artist Crystal Schenk presents I’m Not a Barnacle, I’m Just a Boy at the Portland Building Installation Space, June 5 – June 30

Portland, Ore – RACC is pleased to present a new work by sculptor and installation artist Crystal Schenk in the Installation Space located adjacent to the Portland Building lobby. I’m Not a Barnacle, I’m Just a Boy, opens June 5 and features an arresting sculpture that asks the viewer to look beyond their common understanding into the complexities of the mother/child relationship.

Schenk’s project is an expansive ceramic piece recently completed during her artist residency at Leland Iron Works in Oregon City. The work consists of a field of rocks—each handmade with black clay—which are smooth and satiny, as if tumbled by the sea. Over these rocks large white porcelain barnacles appear to have fastened themselves. The center of the field reveals a sculpture of her three-year-old son, also made in black clay with barnacles growing on his body.

“I like to let one material mimic and charade as another—as the process of discovery lends to an unfolding of understanding.” Schenk says. “Although some species of barnacle are parasitic, most are so harmless their hosts may not even notice them growing to cover their bodies. My relationship to my son has been similar. Starting as an almost unnoticeable seed in my body, he soon grew to take it over—and once on the outside he has been continuously attached to me, even now at three years old. This work was inspired by a moment while we were beachcombing, when he randomly told me, ‘Momma, I’m not a barnacle. I’m just a boy.’ The sculpture exposes my mixed emotions to being a parent, and my bond with this tiny being who is both autonomous and vaguely parasitic.”

About the Artist: Crystal Schenk has a labor-intensive and detail-oriented way of working, in which craftsmanship and material choices play a large role. Her mediums vary as she relies on a combination of material meaning and personal/cultural iconography to build concept. Her work incorporates a wide range of skills, including welding, stained glass, woodworking, crochet, beading, and casting to name a few. Woven through what may initially appear as visually disparate works are common themes of class structure, heritage, and the fluctuating perceptions of memory.

Schenk received an MFA from Portland State University in 2007, and a BFA from The School of the Art Institute of Chicago in 1999. She lives and works in Portland, Oregon and is an adjunct professor at Pacific Northwest College of Art and Portland State University. She was awarded the International Sculpture Center's Outstanding Student Achievement in Contemporary Sculpture Award for 2006, and was selected as the recipient of ISC’s residency program at Art-st-urban in Switzerland. In 2009 Art-st-urban awarded Schenk with the institution’s first Emerging Sculptor Award, and represented her at Art Basel in 2013 and Open 18 in Venice Italy in 2015. Locally, Schenk’s work was represented at the Oregon biennial, Portland 2010, and has been exhibited at Bullseye and Linfield galleries. Benz and Chang highlight the Hawthorne Bridge with an installation at the Portland Building, September 19 – October 14

Portland, Ore – Beginning September 19^th the artists known as Benz and Chang will present a site-specific art installation in the Portland Building lobby. The project, titled The Bridge, 1910, is a visual homage to the work crews that built the Hawthorne Bridge, Portland’s oldest existing river crossing.

Inspired by a historical photo Benz discovered in the City of Portland Archives, the installation recreates a bridge work crew scene through a series of four large paper screens hung in the exhibition space. Each individual screen has been crafted into a hand-cut silhouette which offers a different layer of visual information. When viewed together—looking through all four at once—the silhouettes complete the scene and mythologize our idea of building of a bridge. By adjusting position in front of or alongside the silhouettes, viewers can alter their angle of view and manipulate the degree of abstraction or representation they take in.

“To dream of a bridge may signify making a connection, crossing a transition, or overcoming an obstacle. When we were contemplating the project, I came across this photo from the City of Portland Archives and was struck by the poses and faces. I wanted to bring these figures and bridge building into a more dream-like, archetypal representation. Here are the agents of change and here is their means of transport over this obstacle." — Benz

Making Strides of Portland is seeking candidates and nominations for our new “Real Men Wear Pink” campaign!

Are you a dedicated and distinguished community leader, determined to raise awareness and funds to support the American Cancer Society’s efforts to end breast cancer? If not, do you know someone who is?

Then volunteer or nominate a “Real Man” to help save lives and have some fun while doing it.

“Real Men” candidates will strive to raise funds from September to October, to support the Society’s life-saving mission. While fundraising, each candidate will wear as much pink as possible and post messages to his personal and professional networks and social media channels. The goal is to have 40 candidates who challenge one another in this friendly fundraising competition.

Adventist Health signs letter of intent to join OHSU Partners

Portland, Ore. – August 9, 2016 – Adventist Health, OHSU (Oregon Health & Science University) and OHSU Partners have signed a non-binding letter of intent (LOI) to pursue an affiliation. If a final agreement is reached, the affiliation would integrate Adventist Health’s Portland-area clinical enterprise with OHSU’s clinical enterprise, under the direction of OHSU Partners. The parties to the LOI will now conduct due diligence with the intention of reaching a final agreement by the end of the year.

OHSU Partners is a management company that oversees and directs the clinical programs and services of Salem Health, OHSU Healthcare and Tuality Healthcare as an integrated system. Salem Health and OHSU created the company and affiliation model in 2015. As a founding member of OHSU Partners, Salem Health was integral to affiliation discussions and approved this LOI.

“Our approach is attractive because it retains each organization’s strengths, while improving our collective ability to improve outcomes and value for patients,” said OHSU President Dr. Joe Robertson. “Adventist Health is known for its commitment to total patient wellness and would add great value to our growing system.”

Adventist Health Portland brings a health care network consisting of a 302-bed medical center, 34 medical clinics and home care and hospice services in the Portland/Vancouver metro area.

April is Distracted Driving Awareness Month!

In honor of April’s Distracted Driving Awareness Month, we’ve compiled a list of shocking facts that will convince even the most stubborn of drivers to put their cellphones down while driving. Did you know…

- Drivers who text while behind the wheel are 23 times more likely to be involved in a crash than a non-distracted driver?

- Oregon is at the top of the list for U.S. motor vehicle deaths, according to the National Safety Council, with an almost eight percent increase in 2015 – marking the largest increase in 50 years?

- Sending or receiving a text takes a driver’s eyes from the road for an average of 4.6 seconds; at 55 mph, that’s like driving the length of a football field-blindfolded?

- A recent study has equated texting on a cell phone equivalent to driving drunk?

To save lives and prevent injuries, law enforcement agencies will be on the road this month to issue warnings, citations or make arrests during traffic stops. Arts Tax Provides Art Teachers for Elementary Schools

Every Portland elementary school now has an arts teacher, thanks to the arts tax

In November 2012, 63% of Portland voters overwhelmingly passed Ballot Measure 26-146 to create the Arts Education & Access Fund, now known as the “arts tax.” The tax directly funds 72 K-5, music, dance and visual art teachers in the city’s six school districts: Centennial, David Douglas, Parkrose, Reynolds and Riverdale School Districts and Portland Public Schools. Thanks to the $35 income tax, every elementary school in the City of Portland currently has at least one art, music or dance teacher on staff.

“The arts tax has nearly tripled the number of elementary arts teachers in Portland and we’re so proud of this early success. On that score, Portlanders got what they voted for,” said Eloise Damrosch, executive director of the Regional Arts & Culture Council (RACC). “Cities all over the nation are eager to replicate this sustainable funding stream for arts education.”

Arts Tax by the Numbers

In the 2012-13 school year – before Portland districts began receiving arts tax funds – City of Portland elementary schools had 31 arts teachers. By 2015-16, the total number of K-5 arts teachers has increased to 91.
Ballot Measure 26-146 ensures one arts teacher for every 500 students. As of 2015-16, districts have beat that promise, providing one arts teacher for every 398 students across the City.

Portland Public Schools has more than quadrupled its number of elementary arts teachers, jumping from 15 teachers in 2012-13 to 64 in 2015-16.

A total of $6,820,136 in arts tax funding went to Portland elementary schools in 2015-16. Broken down by district, total allocations are:

$4,558,212 - Portland Public Schools
$956,169 - David Douglas School District
$541,171 - Centennial School District
$393,788 - Reynolds School District
$324,847 - Parkrose School District
$45,950 - Riverdale School District

In addition to the arts tax dollars funneled to school districts for teacher salaries, $139,000 of the fund goes to RACC for arts education coordination expenses. RACC now offers professional development workshops for music and arts teachers hired through the arts tax, at no cost to districts. This training helps arts teachers connect their work to Common Core State Standards, and collaborate with colleagues in their buildings. RACC is also building new ways to connect the cultural resources of Portland to local schools.

The remaining dollars raised through the tax funds much-needed general operating expenses for local arts organizations, and projects that increase access to the arts for underrepresented communities. As tax collections increase, RACC will allocate additional funds to these causes.
