Prosper Portland is the City’s Economic and Redevelopment Agency. Prosper Portland is currently updating the Action Plan for the Gateway TIF district, which can be found here. This guiding document is the main way the agency prioritizes public funding in the district. They are beginning to do outreach with economic development stakeholders and welcome the opportunity to discuss the Action Plan and upcoming engagement opportunities with the East Portland Chamber.

Before joining Prosper Portland, Joel served as the Senior Land Use and Economic Development Advisor for Mayor Sam Liccardo in San Jose, CA—the nation’s 10th largest city. Previously, he worked as a land use and strategic planning consultant and a long-time nonprofit manager for urban planning and environmental conservation organizations.
Joel earned his Master of Urban and Regional Planning from the University of New Orleans.
